Right To Know

The Center for Rural Pennsylvania will respond to requests for access to public records in compliance with Pennsylvania's New Right to Know Law (Act 3 of 2008) as Act 3 of 2008 defines, relates to, and includes a legislative agency. This compliance is to assure that Pennsylvania residents have access to public records in a timely, effective and efficient manner. A complete copy of the Right to Know Law (RTKL) is available for viewing and downloading here.
All requests for the Center for Rural Pennsylvania records under the RTKL are to be submitted to the Center for Rural Pennsylvania Open Records Officer via email, fax, U.S. mail, or in person. The Center for Rural Pennsylvania will not accept verbal requests or anonymous requests. The form (PDF or Word) to be used to submit a records request, via fax, email, U.S. mail, or in person, can be downloaded.

All record requests are to be directed to the attention of Dr. Kyle C. Kopko, Open Records Officer - The Center for Rural Pennsylvania.

Persons wishing to submit a records request in person may do so by visiting the Center's office at the mailing address listed above. The Center's standard business hours are Monday through Friday, 8:30 a.m. to 4:30 p.m., with the following exceptions: A legal holiday; a day or partial day when offices are closed as declared by the Senate of Pennsylvania; official closing of the Center for Rural Pennsylvania; or emergency circumstance. Persons visiting the Center's office to submit a records request in person may complete the form (PDF or Word) in advance by downloading the form or completing a form in the office.

The Center for Rural Pennsylvania may impose a cost recovery fee for postage, duplication by photocopying, printing of electronic media, copying into electronic media, transmission by facsimile or other electronic means, and other means of duplication, and for official certification of copies.
